The Nigerian Child Welfare Fund has urged the Inspector-General of Police and the Assistant Inspector-General of Police, Zone 5 in Benin-City to investigate two Police Officers under the Delta State Police Command over an alleged collection of three million Naira (N3,000,000) from two persons, Madam Rose Ilogbo of Madam Rose Orphanage to kill a case of child trafficking levelled against them
The group gave the names of the Police Officers involved in the act to include, a female Assistant Commissioner of Police simply identified as ACP Ngozi in charge of human rights cases at the SCID and one SP Loveth.
The group said the IGP should take over the child trafficking case withdrawn from Court for proper investigation before charging same to Court.
The President of the Nigeria Welfare Fund, Comrade Joshua Omorere made the call in a petition titled, “Police Officers aid child traffickers”.
In the petition which was signed and made available to AUTHENTIC News Daily, Omorere said his life was in danger because the Police are now working hand in hand with child traffickers.
Omorere is also calling on the IGP to investigate why ACP Ngozi attached to State CID, Asaba wants the matter dead.
“Why did she propose N3,000,000 to the Area Commander in Warri to kill the case?
” Who was the money (N3,000,000) paid to?” among others.
While noting that his life is in danger, Omorere said he will have no option to go to Court if the IGP does not swing into action.
Omorere claimed to have arrived his home on the 30th of August, 2019 at about four minutes to twelve midnight after the Police released him on bail after he was arrested.
The Child Rights Activist said he managed to escape two fatal accidents that night.
Omorere told the IGP in the petition that, “Your quick intervention and thorough investigation is all we require.”
Reacting to a petition written against him by the Delta State Chapter of the Committee for the Defence of Human Rights (CDHR), led by Comrade Prince Kehinde-Taiga, Omorere said he is convinced, the female Assistant Commissioner of Police, Ngozi and SP Loveth instigated the CDHR petition against him just to kill the case.
According to Omorere, “Their annoyance is that, N3,000,000 was collected by the Area Command Office and her share was not given to her as the brain behind it.
“Ngozi has made several attempts to kill this case but God never allowed her to achieve her aim.
“In July 2019, she sent a signal to Area Command to transfer the case to Asaba, the Commissioner of Police frowned at her and ordered that the matter should be transferred back to Area Command Warri, that they should complete their investigations and charge to Court.
“It was after the matter has been charged, Loveth and Ngozi came up with another signal that the matter in Court should be transferred to Asaba.
“The signal was carrying the name of Mrs. Rose Ilogbo of Madam Rose Orphanage in Ughelli while the petition that generated the signal carried another name. What are the Police up to?
“Omorere said there was need to investigate who collected the three million Naira from the suspects.”
Omorere narrated in his petition how he led the Police to recover stolen children between December 2018 & 2019 with the arrests of some suspects including one Juliet Phillips and her husband, Phillip Ogboru, Mrs. Rose Johnson, matron of Divine Orphanage, Agbor as well as Madam Rose Ilogbo of Madam Rose Orphanage home in Ughelli who were charged to Magistrate Court 3 in Warri and granted bail with the matter adjourned to 18th September.
Omorere copied the Police Service Commission (PSC), the Assistant Inspector-General of Police, the Executive Secretary of the National Human Rights Commission, NHRC, the Delta State Director of the Department of State Security, DSS, the Delta State Governor, Arthur Ifeanyi Okowa as well as the Delta State Council Chairman of the Nigeria Union of Journalists, NUJ, Comrade Michael Ikeogwu in his petition.
When contacted, the Delta State Commissioner of Police, CP Adeyinka Adeleke said that’s not the true version of the story saying, “I don’t think it’s true.
While noting that the case has been on, CP Adeleke said Warri Area Command Office, the State Criminal Investigation Department (SCID) and the Ministry of Women Affairs were petitioned over the matter.
CP Adeleke said he set up a panel to look into the matter and come up with a report.
He said until the panel submits ts report, he cannot make any categorical statements on the matter.
In a swift reaction, the Delta State Chapter of the Committee for the Defence of Human Rights (CDHR) in a petition has called on the Delta State Police Command to conduct an enquiry into the child trafficking involvement of Comrade Joshua Omorere, President of Nigerian Welfare Fund as well as members of the Delta State Anti-Human Trafficking and illegal migration Committee.
The CDHR’s petition was signed by Comrade Prince Kehinde-Taiga and Comrade Jonathan Giama, Chairman and Secretary respectively.
The CDHR said the Police equiry should determine whether the affected children were arraigned in Family Court of Delta State by enforcing their Child’s Right as enshrined in chapter 5 and 6 of the Delta State Child’s Right Law 2008?
“Whether Mr. Joshua Omorere has fraudulently enriched himself with public funds solicited for on behalf of the affected children ?
“Whether officials of the Delta State Ministry of Women Affairs are authorized by law of interfere with the Adoption of children in the state?
“Whether Mr. Joshua Omorere is involved in the unlawful transfer of the affected children and/or child trafficking?
“Whether Mr. Joshua Omorere is manipulating the Police from Area Command Warri for personal gains?
“Whether it is the practice of the Nigerian Police from Area Command Warri to effect an arrest in another command covering Agbor where a crime originated from.?
“Whether the affected children were abducted and unlawfully transferred from the custody of their parents/guardians in gross violation of Section 40 of the Delta State Child’s Right Law 2007? and ” Whether the affected Children are alive or dead or in the custody of their parents/guardians or trafficked or sold?”.
The CDHR alleged that, “The Mrs. Divine as stated in our enquiring notice dated 17th August 2019 which was adopted is same person as “Rosemary Johnson” the matron of Divine Orphanage Agbor.
“That it was same Mr. Joshua Omorere who instigated the police of Area Command Warri via a petition sometimes in May 2019 to raid the said Orphanage with the intention of transferring the said children in the custody of the said Orphanage for child trafficking /illegal adoption .
“That Mr. Joshua Omorere only declared a 2 years old baby as the only child found in the said Orphanage whereas over ten (10) children were transferred from the said orphanage at Agbor to under the wings orphanage located at word of life Bible Church Warri.
“That the said children found in the said Orphanage at Agbor were not arraigned at the family Court of Delta State which is a court exclusively created to hear and determined cases of children in the state as at 17th August 2019 when CDHR served her enquiring notice on the Delta State Commissioner of Police via whatsapp.
“That for the records, it was after CDHR sent her enquiry notice dated 17/8/19 on the Delta State CP, that the said “Rosemary Johnson” was arraigned in court for an offence she was alleged to have committed and arrested for sometimes May 2, 2019.
“That Mr. Joshua Omorere also instigated the arrest of another woman identified as Madam Rose Ilogbo in Ughelli sometimes in May 2019 where unconfirmed numbers of children were illegally transferred from her Orphanage to an unknown destination till date without passing through the Delta State Family Court.
“That Mr. Joshua Omorere and Police from Area Command Warri are still in custody of one “Lady Isioma Monday” and her unborn child without arraigning them in the family court by Delta State till date .
“That Mr. Joshua Omorere also instigated the arrest of one Mrs. Juliet Phillips sometimes in December 2018 over the theft of twin babies from one “Evelyn pendar”, a begger. The said twin babies were not arraigned in the Delta State Family Court till date.
“That Mr. Joshua Omorere also instigated the arrest of an alleged blind beggar at Jakpa junction identified as “Ada Nwachukwu” and her alleged daughter who was physically observed as a child was not arraigned in the Delta State family court till date.
“That Mr. Joshua Omorere also instigated the arrest of a 73 years old man sometimes in June 2019 over an offence of alleged rape where a 13 years child was allegedly rescued from rape attack. The said 13 years old child has not been arraigned in the Delta State Family Court till date.
“That sometimes ago Mr. Joshua Omorere also solicited for public funds for the treatment of a tumor related illness of a child identified as Miss Precious Moses (F) 8 years. Over 3 million naira allegedly solicited for is still uncounted for till date. The said child was not also arraigned in the Delta State family Court till date.
“That sometimes in 2018 Mr. Joshua Omorere also instigated the arrest of Mr. Amadioha, a Keke rider where a 14 years old girl suspected to be his daughter was rescued by Police from Ugborikoko Police Station. The said girl was not arraigned in the Delta State Family Court till date.
“That sometimes in 2008 Joshua Omorere allegedly solicited over 10 million naira for the treatment of one baby Andrew in India in 2008, a child taken from Mrs. Oki’s Orphanage.The money is uncounted for till date and the said baby is suspected to have been trafficked and sold with forged court papers.
“That Mr. Joshua Omorere, Solomon Lopgor and one Mr. Okoro Jamine sometimes in 2010 are in custody of a three year old child which was not arraigned in the family court of Delta State till date.
“That sometimes in 2010 the said Okoro Jamine was also alleged to be custody of two other male children which was brought to the knowledge of Mr. Joshua Omorere and Solomon Lopgor. The said children were allegedly taken to Madam Oki’s Orphanage and have not being arraigned in the family court of Delta State till date.
“That Mr. Joshua Omorere appears to be manipulating the Police at Area Command Warri to do his biddings in child trafficking racketeering.
“That for the records, officials of the Delta State Ministry of Women of Women afare are not authorized by law to interfere with adoption of children in the state as Adoption is a judicial process that begins and ends in the family court of Delta State by the application of the propective Adopter in line with Section 119 of the Delta State Child’s Right Law.
“That Mr. Joshua Omorere is using the police to track down his perceived enemies in the child trafficking racketeering, dispossessed them of the children in their custody and further trafficked these children through officials, of the Delta State Ministry of Women Affairs.
“That for example, Mr. Fred Ugheni, the Director of Child Development, Ministry of Women Affairs has been unlawfully receiving application from child traffickers who parade themselves as prospective Adopters and releasing children to same persons in gross violation of Section 119, 932 and 133 of the Delta State Child Right Law.
“That for example, on 16/4/15, Mr. Fred Ugheni unlawfully received application for Adoption, from one Mrs Cynthia Esi Oghenerome suspected child trafficker with reference number CDD/CIO. 8/395/16 to unlawfully scout for children of their choice from any orphanage in the State.
“That Mr. Fred Ugheni in a letter dated 18/6/15 with reference number SWD/CW.8/VOL. 11/77/48 unlawfully released baby Alex (m) (4 months’ to Mr. and Mrs. “XY” on temporary placement pending Adoption order in gross violation of Sections 119, 132 and 133 of the Delta Child’s Right Law 2008.
“That Rev (Mrs.) Omatsola Williams, while the Women Commissioner, another ally of Mr. Joshua Omorere also announced in a Ministerial Press briefing in August 2018 and publicity confessed that she has unlawfully received a total of 693 applications for children Adoption, out of which 136 were unlawfully released children here from different approved orphanages to prospective Adopters.”
